Cogley is a mechanical engineer and head of the shipboard chemical, biological, radiological (CBR) defense integration section at the Naval Surface Warfare Center, Dahlgren, VA. During his career, he has managed multiple programs to integrate CBR defense capabilities into critical federal government facilities worldwide. Cogley is a licensed professional engineer in the Commonwealth of Virginia, and serves on ASHRAE technical group on HVAC security.
