In the past, facility managers simply bought power from local utilities at rates set by the Public Service Commission. Today's restructuring of the electrical power market in some areas of the country means managers must now make decisions about energy service contracts. Guidance to assist managers is contained in a new chapter, "Electrical Considerations," in theASHRAE 2003 Handbook.
