For a few years now, I have been advocating change in the method and process by which an O&M manual is compiled for a construction project. The problem lies in the fact that the O&M is put together near the end of the job or, worse yet, after the job is completed. Another part of this dilemma is that the data being collected for the O&M does not necessarily address in sufficient detail the needed maintenance procedures.
